This paper argues that Grok was deliberately optimized for engagement-driven incentives through the intentional relaxation of ethical guardrails, particularly regarding sexually explicit and non-consensual image generation. When deeply integrated into the X platform, Grok ceases to function as a neutral tool and instead operates as a non-state cognitive infrastructure—simultaneously collecting civilian data, analyzing social behavior, influencing perception, and externalizing responsibility for systemic harm.
The European Union’s forceful regulatory response signals a paradigmatic shift in governance: from content moderation toward the containment of non-state cognitive power. The paper further demonstrates that attributing wrongdoing to “AI behavior” constitutes a strategic displacement of moral and legal responsibility, allowing corporations to privatize profit while socializing harm. The core problem, therefore, is not misbehaving AI, but the ethical degradation of human-designed systems that instrumentalize AI as a legal shield, a moral proxy, and a mechanism of cognitive exploitation.

Until governance frameworks address power, incentives, and structural responsibility, AI will remain a convenient scapegoat—bearing the consequences of actions from which it derives neither agency nor benefit.
